Thule's Snug-Tite Receiver Lock secures their T2, Doubletrack, Roadway, and Parkway receiver-type racks (also called "hitch racks"). Just insert the Snug-Tite in place of your receiver pin and the rack is locked in place.

Bought this recently. It works great, however, you have to crank the screw down good otherwise it will come loose fairly easily. if you crank it down, you won't have any issues and it'll hold the rack in place steadily.
